How about adding 4 and then round (half adjust)

20 + 4 = 24 ==>20
21 + 4 = 25 ==>30
25 + 4 = 29 ==>30
29 + 4 = 33 ==>30
 
As I understood the question to be.

Or divide by 10 and look at the value of the  remainder  if >= 1 add 1 to 
the result
