I'm assuming you are referring to the "Delete Receivers" value on Create
Journal (CRTJRN)?  We have our journals set up to MNGRCV(*SYSTEM) and
DLTRCV(*NO), so it switches journal receivers at IPL and when they are full,
but does not delete them.  That way we can save the journal receivers before
they are deleted.  I'm pretty sure that if you specify DLTRCV(*YES), they
are deleted immediately after they are detached.  Since you are working with
a development system, perhaps that isn't an issue.
I have a process that runs weekly and looks for all journal receivers on the
system - for each one, it calls procedure 'QjoRtvJrnReceiverInformation'.
If the saved date > detached date (and detached date is set), then it
deletes the journal receiver.

I found that the QSQJRN in library DIRSRV has 154 receivers associated
