Because that's how it works. It derives the comparison length from the 
length of the supplied data. The help text for the parameter states 
that the value must be enclosed in quotes if it contains blanks or 
special characters.

The quotes (apostrophes really) force the trailing blanks to be treated 
as part of the comparison data so the other six values are omitted. You 
will have to ensure the value is quoted in your CL.
