Has anyone ever copied an ISeries flat file to 3490E tape, and then used the

EBCDIC, of course, but am wondering about stuff like tape headers, etc.

This works fine. Use a standard labelled tape and the CPYTOTAP command. Don't use the SAVxxx commands. The reverse works fine too.

SNDNETF or FTP might be easier though.
