You can schedule jobs to send a message with the QEZSNMSG API (I hope I spell 
it right). It will send a message to the list of users supplied (in an array) 
and the message "breaks in" on the monitior (maybe dependent on the job 
settings, but at my place it does). I do not think, that you need to change 
delivery modes on MSGQ all the time.

There have been samples of this API on the list (by Carsten Flensberg, IIRC). 
Or I could send you a PGM using this API on Monday, if interested.
