If I remember correctly, WDT400 will not install on windows XP.  I think
I ran into this when I meant to install WDSC but grabbed the CD for
WDT400.  I finally found a reference to it somewhere, but I don't recall
where at this point.

The WDT400 5.1 installation on a fresh XP SP2 machine always gives "IBM 
Websphere Devleopment Tools for iSeries can only be installed by a 
System Administrator.  Please logon as a user with Administrator 
authority. ... " message.  I have logged on as different users with 
Adminstrator authority and it still complains.   WDT400 4.5 installs 
fine.  Does anybody know a workaround?
