If payroll is a stand alone with no ties to cost accounting you may be right
 but an integrated payroll package can save tons of time and effort if the
company tries to charge labor against specific costs and projects.  Properly
designed and implemented the upkeep to changes in the law are rarely tough
to implement.

Would Wyatt Erp be useful Carl?

I realize this is not what you asked, but I would strongly suggest one
of the payroll outsource solutions (I am familiar with ADP).  It is
easy to install and run, and requires virtually no IS support once it
is going beyond timely backups.
 
There is nothing quite so liberating as being freed from the repeated
grind of running payroll, or from the repeated and urgent updates as
laws and withholding tables change.  If hardware, check stock,
licensing, and support costs are factored, the outsourced solution is
quite probably cost-effective as well.
