You may only need to re-install SLIC (one CD). Be sure to take the option to re-install SLIC and RETAIN USER DATA. Once that is installed you can get into DST from where you can reset QSECOFR.

I haven't had to do this in a while but I'm fairly certain it will get you going without a scratch re-build.
