This works fine for me on an iSeries Access Personal Communications
Workstation Program Version 5.5 for Windows, up-to-date on patches.

The three possible "red blink" attributes are:
Hex'2A' = Red Blink
Hex'2B' = Red Blink Reverse Image
Hex'2E' = Red Blink Underline

As Simon mentioned, it depends on the terminal or emulator.
