Bruce, I've noticed this quirk myself and I think it has to do with specifying the leading forward slash. If you omit it on the first time you try the cd command, it assumes you want to change to a library instead of a directory in the IFS. The only way to reset it is to quit ftp and start over, being careful to specify the leading slash, i.e., cd /hbos the first time.

I am having a Friday moment. I want to FTP a file form my PC to the
iSeries. I want to put the file in a specific directory in the IFS.
The LCD command works to change the directory on the PC, but when I
enter the command cd /HBOS I get: File must be specified by
library/file.member. If I enter cd HBOS I get: Specified library does
not exist or cannot be accessed.
Current library not changed.
I have tried using namefmt 1 and binary before I enter the command. What am I missing?
