It looks like since he could not get the reverse DNS working he is now trying to find an email server that will relay his email from the AS400 to the cell phone providers mail server and not consider it spam. He is going to Verzions mail server since it is his ISP.

That is what he is trying to do with this
CHGSMTPA MAILROUTER('outgoing.verizon.net') FIREWALL(*YES)
but Verzion is not going to mail relay so this fails.

I am not sure but "can't find cwemail.com" means Version cannot find it on their mail servers (one of the reason they would accept email without signing in).

Not sure why he did not try my suggestion

It would allow him to signin  to Verzion's SMTP server from the AS/400
