I think the audit journal is the place it is recorded ... if you are
capturing this info.

Be aware that the command CHGPRF is available via the command line to users
who are LMTCPB(*NO).  This enables a user to change a large number of their
profile attributes.

attributes? Does not OS/400 save the name of the user who made the last
change to an object?
