If you really want to restrict a user, you can, in addition to LMTCPB
*YES, also *EXCLUDE him or her from the *PNLGRP that's used for SYSRQs,
and set his or her attention key program to *NONE. In addition, if you
want to keep a user in a particular program, you can set the user's
initial program to that program, and initial menu to *SIGNOFF.
