I'm going to assume that if you can't write an RPG, you wouldn't be able to
buy a command utilities package.

Julian is not a bad idea.  But even better would be Lilian which counts the
numbers of days from 14 October 1582.

Real easy to do date arithmetic with Lilian dates.

Check out the following APIs
---Convert Date to Lilian Format (CEEDAYS)  
---Convert Lilian Date to Character Format (CEEDATE)
