Write a program that receives this parameter:
http://publib.boulder.ibm.com/iseries/v5r2/ic2924/info/apis/xcartv.htm

Then use this command:
ADDEXITPGM

The command you want to monitor for is CHGSYSVAL.  So if 'command name' 
contains CHGSYSVAL, and any portion of 'original command string' contains 
QDATE, then alert the world.

Granted, stopping people from changing the date on the fly by securing 
CHGSYSVAL might not be a bad idea.

Performance wise, you better make it quick, because it WILL get called 
every time any command is run.

Busy today or I'd see if there was something more direct for system 
values.

Is there any wrapper program anyone know to give
alerts to all workstations(or to send emails to group
of people who are using the system) if anyone changing
System date in production?

People are changing without any prior notice there by
causing problems to other reports generated by others.
