I dunno, but I assume James meant CA...  Main point is there's a mistaken
economic view here, which is widespread:
iSeries Navigator is "free" in the "Open"-Source-cult sense only.

When it's "free", then EVERYBODY (who buys a 400, or even possibly a
zMainframe) is paying for iSeries Navigator, indirectly via micropayments...
As you probably know, there is no such thing as a free lunch, just
cost-shifting.  NOT saying whether sharing the cost of development amongst a
wide market is right or wrong, a-TALL...  But cost-shifting is entirely
different than free.
