Thanks to everyone for their assistance on this.  Kevin's solution resolved the 
problem.  Interestingly, defining the date variable as datefmt *ISO and, or 
defining the datefmt in the header specs within the program did not work.

I've had a similar problem. I had to change the compile option on the
CRTSQLRPGI command from DATFMT(*JOB) to DATFMT(*ISO) and it cleared the
problem up for me. Hope that helps.
