My trick answer to trick questions:

What's your authority to the RST command?
What's your authority to the DEVD?

I don't know is the system would allow you to restore the DEVD of an active
device.  It could very well move the active one to QRPLOBJ and do the
restore.  But what if the current DEVD isn't the same as the one on the
tape.  then ALWOBJDIF comes into play doesn't it?
