Thanks for that info, but it wouldn't allow me to allocate the device.  It says 
"Cannot allocate object PC299S1."

Not sure but you might try to "ask" the system to release the lock and hand
it off to you:

ALCOBJ OBJ((QSYS/PC299S1 *DEVD *EXCLRD)) WAIT(10) CONFLICT(*RQSRLS)

IF the system honors your request, you should be able to DLCOBJ of your own
lock.
