Technically *OBJOPR + *OBJMGT is sufficient for a CLRPFM command (and, I
_believe_ the ADDPFM and RMVPFM commands), *ALL authority is not
required.

But you are right that SQL or your favorite HLL will allow you to
accomplish the same thing - effectively.  I believe that the theory here
is that record level operations would be recorded to your file journal
(assuming that you are journaling your files), and provide a bit more
recovery option.  

Reality is that if someone cleared your DB file (regardless of method
used) you would most likely restore from a backup copy of the file
rather than re-apply journal receivers.
