We have a product that works a little differently - it extracts data
from AS/400 reports, not files. It's designed as an end user tool within
our report archiving system, LaserVault. See www.elstore.com, look at
Nextract.

The advantage of working from reports is that the users are generally
already familiar with the report structure, and often reports already
summarize from different files.

If it is for a single user or one-shot deal, you could also just
download the report and use Monarch (a product competitive to ours) to
do the report extract.

You put the results in Excel, or Access, or Crystal Reports.
