No experience with cable routers/modems, so I can't guess how it could be 
configured. But it wasn't too long ago that access to most/all 'server' ports 
(well-known) was generally blocked by the ISPs themselves unless you paid 
extra. Any chance that you simply aren't allowed to receive incoming on the 
telnet port through the cable? blocked at the cable company end?
