Are you on V5R1 by any chance? We just resolved a problem that sounds very similar. IBM produced 3 test fixes that solved the problem. The PTFs are SI10980, SI10981 and SI10982. I don't know if the problem carries forward to V5R2, and I don't know if they're available yet, but you might mention them when you call.
