The LIC log, or Licensed Internal Code log, is available in SST (System Service Tools), option 1. Start a service tool, then option 5. Licensed Internal Code log. On V5R1 and up you need special service profiles. QSECOFR is supposed to be set up with uppercase QSECOFR as password by default, IIRC.

For Rob, et al., I got the APAR information through the Improved Search engine at IBM Support. From www.iseries.ibm.com/support, put "UPS" - no quotes - in the search field and click on the "Search" button in the upper right.
