Looking at the help for QABNORMSW, it seems that it refers to the last end-of-system, not the last IPL. It is set on when anyone does an ENDJOBABN, in which case you have to do 2 IPLs if you have any non-MF (apparently) PTFs.

BTW, I always do a *FULL IPL when putting on PTFs, not a *SYS. I don't know whether I need to - just a belt-and-suspenders kind of thing.
