Actually that makes sense.  If the abnormal IPL flag was on at the time the 
system was powered down, only PTF's for 5722 999 would apply when the system 
starts back up.  I guess the questions becomes: When did it get set that way 
and what caused it?

There can be a whole multitude of reasons for that.  If the ENDJOBABN command 
was used that will automatically set the Abnormal IPL flag for the next IPL.
