Why some ptf's and not others?

I was going to assume that the reason that some ptf's applied and some 
didn't during that last abnormal IPL was because of the abnormal IPL.  But 
I thought I'd double check.
Some ptf's definitely applied.
>From the DSPLOG:
Apply PTF started. 
PTF 5722999-MF30602 V5R2M0 temporarily applied to library QGPL.

But they all look like ptf's for 5722999.

There is no mention in the DSPLOG, any job named SCPF, active or 
otherwise, about these ptf's
