I think this question really boils down to what you consider the first
week of the year. I think I remember a discussion of this a while back
that indicated there is no general agreement, although there is an ISO
standard: the first week of the year contains the first Thursday (I
think). Does your user agree with this? If so, week #1 may or may not have
a Monday and the year may or may not contain a week #52.

The rest should be pretty straightforward: find out what week number the
first Monday is in (by finding out what day Jan 1 falls on); subtract that
number from the week number entered by the user; multiply the result by 7;
add the resulting number of days to the date of the first Monday (the date
functions make all this a LOT easier than it used to be :-).
