A static address may not be necessary, if your DSL uses PPPoE for
connection.  Just use a name service (free) like dyndns.org.  We have a
customer that is in the middle of nowhere and DSL and cable are not
available and he does not want to pay for a t1.  We need access to his
AS400, but may need it periodically throughout the day.  We set up a Netopia
dial up router for him.   The dial up connection is persistent (if the ISP
drops it, it automatically redials).  There is a server behind the firewall
that runs the dyndns client and updates the table with the newly acquired IP
address.  Port 23 is open in the router to allow us access.  It actually
works pretty well and for telnet only, the dial up is fairly acceptable.
