We had a gent who used to change a particular system message file that is 
used by sys-req.  DSPJOB became WRKJOB.  I think it was even published in 
a magazine.  Here it is, WRKMSGD CPX2313.  Change DSPJOB to WRKJOB and 
then do a sysreq-3 and notice the difference.  However, even then you 
should have all the restrictions that a LMTCPB(*YES).  I believe that is 
enforced via all command lines, calls to QUSCMDLN and various other 
methods.  I believe that you might be able to get creative in your program 
with the use of QCAPCMD.  But then again, that would have to be imbedded 
in a program since a person with LMTCPB(*YES) couldn't run CALL.

It's been pointed out to me that I may be off my rocker here. I would have
sworn that I could get a command line from SysRqs 3,16 just like in 
wrkjob,
but I just tried it on 5.2 and I don't, nevermind.
