If the program is an external, or public, API then it can be found in the API section of the InfoCentre. Searching on the program name should locate it for you.

isn't very helpful. So, what is QSZRTVPR or QSYRTVSA and so on?

You need to understand the naming convention used by IBM. That is: Q = IBM program xx = Component identifier (sometimes 3 characters) yyyyy = Program name (sometimes 4 characters)

Most of these programs are not specific to OpsNav. The SY component is Security, the SZ component is Product Support, TOB is DNS, I don't know what GY is but many of the asynchronous list APIs are in this component. So that gives us:

QSYRTVSA - Retrieve Security Attributes API
QGYOLJOB - Open List of Jobs API
QSZRTVPR - Retrieve Product Information API
QGYRTVJ  - Retrieve Job (support program for QGYOLJOB? private to IBM)
QTOBPCHK - Check something for DNS (private to IBM)
