The "Append to Media" parameter is the correct place to specify this,
however the backup policy can get overridden by the Control group attribute
or the STRBKUBRM command.  Make sure that they all specify *NO.  If you are
using the SAVLIBBRM or SAVOBJBRM commands specify SEQNBR(1) to force the use
of a completely expired tape.
