Hi, Mike:

Does your QSTRUP *PGM specify USRPRF(*OWNER) and run under, say,
QSECOFR?  If not, that may be your problem... if QSTRUP runs as QPGMR,
as others have suggested, QPGMR may not have authority to SBMJOB a job
"as" another user... e.g. your USER(GAL) parameter...
