I would make sure security audit is on (as it should be on every system).
Then CHGUSRAUD, and audit everything for these *allobj profiles.
   CHGUSRAUD  USRPRF(FRED) OBJAUD(*ALL) AUDLVL(*CMD +
                *CREATE *DELETE *SAVRST *SECURITY +
                *SERVICE *SYSMGT *JOBDTA *OBJMGT)
No amount of playing with job desc log levels
and signoffs will get around this. If that user is authorized to remove
their own
auditing options, the security audit will log they did that.
This is far more secure than spool files of job logs.
