There are some *DTAARA in QSYS that you can look at to determine when 
the last SAVSYS was done, or even the last SAVSECDTA.  Note that the 
QSAVSECDTA *DTAARA is updated when you run a SAVSYS or a SAVSECDTA. 
 Check out the Save Date/Time on these objects, and they will tell you 
the last time any of the various saves (SAVCFG, SAVALLUSR, SAVIBM, 
SAVLIBALL, SAVSYS. etc)  have been done.  They do NOT tell you that 
everything was saved, but the last time the Save occurred.  They are all 
*DTAARA in QSYS with the letter Q before the name of the Save command 
you are interested in.

One last note, when you said you were under the impression that a Save 
21 saves everything, it does NOT save spool files.
