This passage was meant to cover that point...

There are about 8 or 9 commands that are shipped with the
operating system that come shipped this way, things like
SNDMSG, DSPJOB, SIGNOFF, etc.  These are commands that even
a Limited Capability User can execute.  You can use the
ALWLMTUSR parameter to make your command available to
limited capability users as well - assuming that your object
authority is set correctly ala -
