US Zip codes

Has anyone information concerning USA ZIP Codes and the state?  I have to
group information by state and have valid 5-digit ZIP codes. 

Someone told me they believe the first digit is Region (0=northeast, 9 = far
west) and digit 2 & 3 are the postal center.  Someone else said that digits
1 & 2 signify the political division (State, territory, etc.)
