The command might be CHGAUT OBJ('/*') USER(*PUBLIC) DTAAUT(*RX) OBJAUT(*NONE). This lets *public use objects and read the contents. They cannot do anything with security or rename or move objects.

A really good source for what to do is probably the Tools & Tips for Securing Your iSeries manual. The above sets what it recommends - removing *W and any object authorities, although it warns that some Unix-type operations may not like it. This is discussed in Chapter 12 of the version I have.
