Also, IIRC, if the program used to be NOT adopting authority and if you try
to recompile with adopted authority, it will ignore that parm on the create
command unless you first delete the old program.

The only way I can explain this is by guessing that the program is not
really adopting the authority you think it is. Have you verified that the
first program by this name in the jobs library list is owned by the same
user profile that owns the output queue and that the program has *OWNER for
the USRPRF (user profile) parameter?
