That's not correct. Any RPG36 program can use a external file
just fine. They can't use the external descriptions, but they
work just fine. 

You are correct that conversion from RPG36 to RPG requires a few lines
of change, but  you should have mentioned that the programs will react
much differently and that requires several operational changes.

An example of that is that a RPG36 program can create file, while a 
RPG program can not. This is a major difference. The conversion process
requires some thought and planning.
