Because they don't trust somebody willing to work for that rate with the cost of
living in their area?  Or because they don't think the offer would even be
seriously considered by anyone who was worth hiring (and working locally)?

Perhaps it is "available" but not advertised per se.  Have you tried asking any
firms for work at $20/hour?
