The rates of this India outfit are as low as $20 per hour.  Does that mean
that programmers in the US and other western countries chose other or no
employment rather than work for $20 per hour?

Obviously they would work for $20 per hour if that is the best they can get.
That is why I dont understand why the jobs are still leaving.
