2720 install slot

I have a 170 and I have a 2720 twinax controller card.  I placed it in the
first available slot and it looks like it is not working.

( this is a new system that came from ibm/ebay without os/400 on the dasd. I
have to "d" ipl from cd and enter the provided license key. )

During the ipl I first get a C600 4031 that stays around for about 5
minutes, then the attention light comes on and the src is A600 5008.

Does the 2720 twinax controller card have to be in a specific slot of the
170?
