Two comments...

First, I'd suggest trying a similar operation via a network mapped drive to a 
WinNT/2K/XP system rather than to the local PC. Doing this over a network is 
significantly more complex than doing it locally.

Second, I have a vague memory that something very similar was a known problem a 
few years ago. IIRC, that was "fixed" in a subsequent release of OS/400 
(NetServer) but maybe also PTF'd. The problem I recall had some relationship to 
the idea that one of the first operations had to do with initially creating the 
new folder on the target system and the temporary name of that folder was 
always 'New folder' for a small window of time. After the folder was created, 
it was then re-named to whatever the moved folder's name was. Memory is too 
vague on this one.
