I see two points.

One - OS/400 doesn't do some things as fast or as economically as other
platforms.  Granted, this is true and the FTP server is one of these
instances.

Two - Your FTP setup is horribly mis-configured.  Something is wrong.  It
could be that your line description needs some tweaking or your packet
sizes need to be adjusted or you have a badly behaving switch/router/hub
on your network.  Going on about how bad the AS/400 is under these
circumstances is like complaining that your Chevy Nova with four flat
tires won't go as fast as a Ferrari.  You still need to fix the tires.

I'm sure that if you post some details and do some routine network
problem-solving, you can get some good advice and improve your
performance manyfold.
