While not exactly the same, I ran into a similar situation back a couple years 
before AS/400s were announced. This was for a conversion away from a lowly 
System/38. The company had been bought and its systems were to be implemented 
on the non-IBM corporate setup. "No problem... we can do this in 6 months."

I was called in for a short project at almost precisely the 18 month mark. The 
then-current estimate to completion? Hmmm... 6 months. Seems a few tricky 
details such as subfile capabilities were giving them fits trying to replicate 
the user interface, not to mention integrated security, external descriptions, 
etc.
