20 users is a light load.  Are all of them going to be using SSL?  If so, I
would get the Crypto Co-Processor to off load the CPU.  If this is going to
be a development machine you will need 5722-WDS.  For SSL you will also need
to order, free of charge, 5722-ACx where x = 1 (56bit), 2 (64bit), or 3
(128bit), Crypto Access Provider.  This is the SSL software.  What type of
applications are the 20 users going to be running?  That is what will
dictate the CPW that you will need.
