CRTDUPOBJ requires *OBJMGT because you are doing Object management types
of things like, reading and duplicating private authorities to the
object, etc.

You'll notice that if you do a CRTDUPOBJ to a database file that not
only are all of the database records copied, but so are all of the
object attributes.

Though the result may appear the same at first glance, they really are
quite different.
