"USER" is the user name of that is associated with the job.  If you
looked at the job name in number/username/jobname format, you would
expect that the /username/ and RTVJOBA's "USER" attributes to match.  I
like to call this "Job User"

"CURUSER" is the user name whose authority the job is running under.  I
call this "Signed on User". 

In most cases these values would be the same.   But in the case of
server jobs like the SQL server and the FTP server, these values would
be different.  ODBC jobs that use the SQL server report a "Job User" of
"QUSER", even though "Joe" or "Sue" OR " Murugesh" are actually signed
on and running the SQL requests.

Generally, the "CURUSER" command will be the more accurate depiction of
who is performing a particular function.  Unless you have a specific
reason to user "USER", you should probably select "CURUSER".
