Perhaps a SST ipl of just the card running the tape drive.  There are a 
ton of caveats that apply.  However, just last week I had to IPL a 
particular card to apply a ptf.  And, no, a VARYON RESET(*YES) would NOT 
have applied the ptf.

Force vary off the tape drive might do it for you.  I had the same issue
months ago and that is what worked for me.
